Charged twice for shipping

For the last month PayPal has been charging me twice for shipping. When I go in and print the shipping labels they charge my bank account and then they also take it out of the payment I received from the buyer. I added up all the charges and it came to $60.Also I had a item that was not received by the buyer and they opened a item not received claim. The payment ($65)from the buyer was still on hold. PayPal took the $65 out of my bank account. The item was received the next day. So now PayPal owes me the $65 that was taken out of my checking account plus the $65 that is due from the buyer. I have tried calling and just get placed on hold forever.
