Case is closed

I've raised a case, back in April, shipped the item with a tracking info, after waiting for almost 2 months, I got a message to provide tracking within 2 days which I didn't see, however the tracking info has been provided already and it seems the agent didn't see it, now case is closed. How can I re open it ? I've been waiting already for 2 months and this isn't my fault since the PayPal employee didn't see the tracking info ?
