Case and appeal denied. Now what?

I had sent a deposit of $200 to a party bus company in February. This was to reserve and ensure services for wine tasting transportation on March 21. However, given the unfortunate circumstances of the world, the governor of California had all wineries, bars and restaurants closed (with no end date) the week before our plans. Because of this, I reached out to the party bus company, Lavish Life Transportation. I explained, apologized, and asked for our money back. Seeing as we had no choice and many of us are without jobs, I thought the owner of the company would be understanding and issue me the refund since he would no longer be able to provide the services I paid for which was due to reasons out of our control. Unfortunately, he was extremely disrespectful, laughed, and hung up on me. I have been fighting this through PayPal since that week but they have denied my claim. I understand the party bus company is still trying to run and maintain their business. I understand this is tough times for the entire world. What I don't understand is how this is ethical. If I am out of line or wrong, please tell me. If I am not, please help me figure out how to fight this.
