Case Closed in favour of the seller

Hi. I purchased a vintage board game for £130 which didn't arrive. I opened a case,and the seller sent tracking receipt that says it was delivered. It's not my signature or even my name. PayPal have closed the case and ruled in favour of the seller,so I'm out of pocket £130. Anything I can do? I'm fuming.

Options...

 

1. Appeal?

2. Phone?
Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
Freephone from a UK landline or UK mobile number.

3. If you funded your paypal payment via a card then contact your card issuer and see if they will chargeback for you.

 

4. Small claims court if you can prove the seller received the item back again but hasn't refunded?
