Can't report a problem

In the resolution center I am directed to report a problem. I am then asked to select a transaction to be reported. I select the transaction and am told to proceed to report a problem, but I can't see how to proceed.

I order some toilet paper by a click ad on March 29th. Product never received. Turns out it is a merchant in China. The tracking info updates just often enough that PayPal won't refund my money. According to the tracking information the product has been in process of hand-off to the post office for over a month, at a location 50 miles away.
If this were a credit card transaction, I would have a lot more protection and a lot more response. PayPal is hiding behind COVID-19 as their excuse for very poor customer service.

After proceed to problem, the PayPal instructions say "click to continue" but there is no continue to click.
