Although Paypals Buyer Protection now covers intangibles, my recent claim against Zeek has been decided in favour of the seller (who is in receivership). Paypal simply said my purchase of Zeek credit was not eligible for Buyer Protection, according to the user agreement. Any ideas why?

Buyer protection does not cover....
8. purchases of items equivalent to cash (including, without limitation, stored value items such as gift cards and pre-paid cards);
Advice is voluntary.
Kudos / Solution appreciated.

PAYPAL BUYER PROTECTION NOT ONLY SUCKS BUT IS NON EXISTENT!!! (PP-D-23119762 )
I had the an issue with something I ordered something from a chinese company , unbeknownst to me at the time, I received the item which was clearly not as described and did not even work. The merchant gave me the run around for weeks refusing to give me the return instructions and insisted i send them video of the product not functioning (total stupidity) which I did and still no refund. I took it to paypal and after six weeks of "investigation" by their crack team of of investigators they determined that not only was the product as described but apparently it worked perfectly. PAYPAL BUYER PROTECTION NOT ONLY SUCKS BUT IS NON EXISTENT!!! Another customer lost over $50.00 bucks... Not a good model for sustainability.

The same thing happen to me. I ordered 2 wigs from a company in China. This is their website qplwiwgs.com They sent me something totally different from what I ordered. Their website said it was lace front wigs, which neither were, and the scalp was suppose to look natural however mine was white thread pretending to be scalp. The company gave me the run around. I filed the claim with paypal on the 10th and it took them 2 days to decide. They never asked me for pictures of the wigs I received nor did they asked to see the email invoice with the pictures of what I actually ordered.
This is what I received from pay pal:

An unknown charge to my account..Paypal investigates and says 'Unfortunately, we had to deny your claim(s). This decision was made because this transaction was not unauthorised." No evidence presented...bad luck I guess!!! And their chat help...I'd rather go to the dentist !!!

If you only had the unauthorised option to select and NOT the 'item not received OR not as described' option then it sounds as if you paid using the friends/family option???
If so then..........
A friends / family (or gift payment) is intended as a transfer of funds from family or friends to one another. For this reason, there is no processing fee when payment is made with bank or PayPal balance.
However as it is a “gift” payment, there is also no Buyer protection as no goods or services should have been exchanged.
If he was not a close mate or family member you should never use that option as it enables the seller to evade paying his paypal fees and negates your buyer protection at the same time. You would also not be able to open a dispute apart from one citing an unauthorised transaction but that would be automatically closed as you did authorise the initial payment.
You also 'risk' having your account limited as using that option for purchasing goods is against Paypal rules.
If you funded your paypal payment via a credit card then contact your card issuer and see if they will help you but unfortunately they may decline as well as it was a gift payment.
Advice is voluntary.

Paypal gives 'some buyer and some seller protection'......the rest is up to us to risk assess our transactions.
Its not and can never be a 100% coverall or insurance policy.
Items from China are nearly always cheap tat.
Even credit cards don't 'always' chargeback for you, yet I bet you still use them?
