Automated messages caused denial of my claim.

A seller in China sent me a different item than what I ordered, and it was a piece of junk.  I requested a refund and at some point "China" got the idea I would return the item at my expense, which I never agreed to.  When I didn't provide tracking information, because there was none since I hadn't agreed to return the item at my expense, my case was denied and closed.  I explained all of this over and over but apparently the robots didn't understand.  So much for "resolution."  It is a joke.

 

Paypal helped the scammer in this case and is complicit in fraud.

I have had this issue and no one has replied to my messages to PayPal.

In the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country because....

Paypal state this >>
PayPal is not obliged to reimburse you for any costs that you incur to comply with any of PayPal’s requests for cooperation for the purpose of resolving the problem (including, without limitation, costs that you incur to return a SNAD item to the Payment Recipient or another party as PayPal requests), although sometimes it may reimburse these costs.

Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction....or the one for your country.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
