Appeal decision by paypal

I have had a dispute with a company that I have now actually seen on here people have had a problem with. I filled a dispute with PayPal following me not receiving my item from this company. However PayPal have ruled in their favour as they said the seller provided confirmation the package had been delivered??? A package was delivered but not with the contents I ordered! I have tried to appeal this but cannot done how to do this or how to speak to a human. Can anyone help???

So did you open a dispute for non receipt of item OR item received but not as described?
