Any1 bn thr thisccount limitation without info on one even CSR I'm new to all paypal

How to handle a 2 week long acct limitation when theres not been one email or issue in dispute center or even CSRs told me theres a limitation but they say i have them due to learning how this account works im new to it.

Hi, I am almost in a similar situation where I received an offer for goods I had on sale, however once I sent through request for payment, I received an email saying I needed to pay R3000.00 for the pick up agents fees, I did comply after that emailed proof of payment and was asked for voucher and pin number which I sent to an email I received from PayPal, now the buyer put in an additional R6000 for insurance fees for the pick up agency, and insists I pay R5000. 00 for the pick up agency and only after that will my account be credited. However an email from PayPal shows instant payment made, but when I log in to my PayPal account it shows as $0,00 available and request for payment pending. Please advise as I am really worried because I am not sure if I have been scammed or if because it is my first time using PayPal I don't know the procedures.
