Am I being unreasonable asking for a partial refund?

I purchased a Fire tablet on eBay, listing stated excellent condition. Upon arrival there are actually a few scratches (that I haven't even mentioned to the seller) but my biggest annoyance is that it didn't arrive with a charger, I messaged the seller about this and they said they just assumed they wouldn't be allowed to send it as its not been PAT tested. But this is an individual sale, not business. I sent over the price of a new charger, directly from amazon and asked to be reimbursed so I could purchase one myself. The Seller is offering a much lower refund price, and is telling me to buy a knock off from eBay. I've said I want to buy an official charger for safety and longevity reasons since it's for my 5yo son, but they've just said take the offer or leave it. Am I being unreasonable, should I open a PayPal case with the correct amount stated?
