Hi there! A little backstory for this one:
I made this account when I was 17, but I only did so because I wanted to start my own business (which has been going successfully), but I accidentally wrote my name wrong, and sent an ID verification to Paypal to correct it. Thankfully, it has been corrected, but now, Paypal has restricted my account for being too young. I admit it, it was my mistake going against community guidelines, but Paypal is the only service that work available for me to do my commissions but I hope you can unlock my account somehow. I am now 18 and starting uni, so I technically can have my Paypal account back now. I want to start raising my own money in preparation for uni, but with my account being restricted is preventing me from doing so. Please help this reach Paypal!

Contact customer service, explain that you are 18 years old now and would like to restore old account or open new account.
You can message PayPal at the Message Center or contact PayPal through Facebook or Twitter.
Messages are answered when there is an available agent and in the order the message is received. It’s not live chat.
If you are not able to restore account or open a new one with customer service, there are other payment processors out there. You may also use online invoicing apps that integrate with other payment processors besides PayPal.
