Hi all, I created my account about a year ago and am 17 now. I was not aware until recently that i had to be 18 to have an account. My account is now limited. I turn 18 in about three months and have $700 in my account. Would the best way to go about this be contacting paypal and telling them?

Yes, contact customer service for assistance:

Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.

Call early, during business hours, west coast time to try to get a US rep.

Or contact via social media:

Facebook (US): https://www.facebook.com/paypal

Twitter (US): @AskPayPal

The account will likely be permanently limited as it was opened when you're under age and you'll have to wait 180 days before you can withdraw funds to a linked bank account or associated eligible debit card that's under your name. This 180 day wait is to cover any disputes that may be filed against the account, anything left over can be withdrawn. PayPal will email you when the funds can be withdrawn.

Kudos & Solved are greatly appreciated. 🙂
