If you have paid for your eBay item and postage was not paid then I would recommend that you contact your seller directly. It may be best to refund the payment and get your seller to send you a new invoice that will include your postage as well.

Yes you can. If you have a confirmed bank account you can use your bank account to fund your payments. You can also use a debit or credit card you can also add that to your account to fund your payments.
