i have a plan where i am paying $30 a month, i wish to go back where i can pay $5 a month, could you tell me the steps to do it?

In order to change a billing agreement or subscription in price you would need to contact the seller directly. 

The only thing you can do within the PayPal account is to cancel it. 

Speak to your seller and let us know how you get on.
