Why is Paypal's exchange rate lower than the world's

When I look on currency converter I find that the world live rate is always quite a bit higher than the rate paypal quote when exchanging foreighn money. Why are we not getting the correct rate for our conversions ?

Conversion rates differ everywhere, one bank may be different to another, post office different again, online sites differ a lot as well.
Also it depends on the amount to be converted as it is always cheaper the more you convert.
Advice is voluntary.
