Can I send money to a family member in South Africa using paypal? And of so can I convert it to SA Rands here rather than have their bank convert it in SA?

Yes you can send funds to a South Africa PayPal Account however, SA Rands or ZARs are not a supported currency. Note, this is not just a PayPal decision as it has more to do with South African exchange controls, laws and regulations.
Below are the supported currencies:
