60 day limit as new customer

hi, i opened my paypal account 60 days ago. in the 1st 60 days ive had to wait 21 days before i can withdraw my money as a security thing. im fine with this as i ahe nothing to hide etc, just been selling a few bits on ebay mostly. i now have a positive feedback score of 11, and have done a couple of private sales on other websites, all with no problems at all in any way.
today is day 60, in theory tomorrow if someone pays me for somehting will i be able to withdraw the money instantly? also someone paid for something today on day 60. will i have to wait 21 days from now or tomorrow when it trips over to day 61 will the funds release? all the info on paypals site about this is really vague so id appreciate any help. thanks

It cannot apealed again. My account is parmanently closed.
Please suggest me what can i do now? I created my account outside from uk but i created uk account. So, i have no bank account and i cannot add bank account. I added my card only. Now there is no option to send/use money.

Do not belive the reason that PayPal is holding your funds for 60 days as a new customer. Its the game they play. We've had our account for 3 plus years and PayPal has been playing these games the second they got sued back in September of 2016. This is the 2nd time for no reason they have placed both 21 day and now 60 day holds on the accounts for no reason. You need to walk away from the account for the 60 days and not ship anything out period. Paypal is the one that charged the buyer's account and PayPal is the one that is legally responsbile for any chargebacks. Dont give them any documents whatsoever because they use that to only validate you live in that address so they can hound you with collection agencies. If they do get a collection agency, immediately file a complain like we have with the Attorney Generals office and the Federal Trade Commision. If they play their BS games, simple state legally for them to prove that they transfered the funds into your bank account that you paid them to do and completed the transaction. If they never completed the transfer of funds, then you are not paid for the item. They have the gawl to think someone is going to ship 60 days worth of merchandise to customers with a slight chance of getting paid. They do that so that they pull their games into thinking you might get paid, they do that so that they can steal your money and the customer wont file the charge back against PayPal. Your under no legal obligation to ship anything to anyone unless the funds are physcially in your 100% possession. Thats the law. PayPal gets sued every single time numerous times a year, dont settle in court, because the second you do, PayPal starts saying "oh we didnt do anything wrong" and then chances their policies every single time. In fact they limited the account less than 5 hours after releasing policy changes related to limitations. So proof it was nothing we did. They continue to scew over sellers, encourage buyers to file disputes (look at their new commerical telling buyers file a dispute you get free returns! or call them, you'll see ever 10 minutes they tell buyers to file a dispute).
