Hi everyone,
I'd like to apologise about the delay in giving an update on this. We have been investigating your queries and responses.
Nowadays, we aim to withdraw money to your bank within 2 hours of you initiating it from your PayPal account. This is much faster than before.
However, our system delays a small amount of withdrawals for security reasons. These will usually take 21 hours to complete, a very small amount can take 72 hours. These will show as being “under review” in your PayPal account.
You can find the small print in our UA in section 6.2.b.3.
P.S. While I hope this sheds some light on the situation, I understand your frustration and confusion. I’ll make sure to forward your feedback, too.

Well, it took a few minutes over 24 hours from the initial message saying I was going to be reviewed to the message saying
"You recently requested a withdrawal of funds to your bank account
Dear ###########,
You requested that the following amount be withdrawn to your bank account:
Requested withdrawal amount: £70.00 GBP
#########
#########
Funds will take up to 2 hours to appear in your bank account, but may take longer, depending on your bank.
As set out in our User Agreement, withdrawal requests may be subject to review by PayPal to help maintain your safe use of the PayPal service. As a result, it may take longer than the estimated processing time for your withdrawal to reach your bank account.
Yours sincerely,
PayPal"
This has resulted in the release of the funds.

Would be great if someone from Paypal could answer this one...
So apparently the number of security holds on our withdrawals was an error, and shouldn't happen as much as it was. According to this BBC article (http://www.bbc.co.uk/news/business-19814433), the problem was noted as being solved as of 11.49am on the 3rd October.
I want to quote the following two lines from the article; "PayPal said that transfers of funds into users' bank accounts should now take place within six hours." and then "Some withdrawals will still need to be reviewed for risk, security or regulatory reasons, and may take longer as a result, but these will be a very small proportion,"
Can anyone please explain why after this was apparently 'solved' on the 3rd, not only is my withdrawal request from the 2nd still 'pending review' 74 hours later, but also are two further withdrawals made on the 3rd at 8:56pm (now 31 hours later, AFTER the problem was solved) and then on the 4th at 10:40am (now 17 hours on).
So, not only have both of my withdrawals since the problem was apparently solved been stuck as pending due to review for longer times than Paypal said they should, when I now go to make another separate withdrawal it says; "For security reasons, we are reviewing your withdrawal request, which could take up to 72 hours."
I thought, according to the BBC news article the problem was now solved, and that should you be the small minority who's withdrawals go under review, it wouldn't take any longer than six hours?
Three out of three of my withdrawals since the problems were solved on the 3rd have gone under review, and I am still being quoted ridiculous times to get my money out. What the **bleep** is going on, and where the **bleep** is my money?! This 'problem' clearly isn't sorted.
Pull your finger out, stop withholding peoples money without any valid reason and sort it out!!
I reported this to Watchdog. I advise anyone else still having all of their withdrawals held, or for more than 6 hours to do the same as Paypal are not willing to answer us on what is going on.

I've also emailed the BBC's Watchdog programme - watchdog at bbc dot co dot uk - these programmes often have great influence as companies do not want bad publicity on primetime TV !

I'm also using many social networking sites to warn people of this as paypals response in email etc is diabolical too.They didn't even answer my concerns just sent me an email on how to join pay pal and verify account.

I've been having problems with a new seller, (it's her first time to sell, what bad luck) who's saying I didn't pay, whereas I'm getting the message that my payment is unclaimed. It's caused a lot of bad feeling between us, as she's new, and suspicious and jsut thinks I'm taking the p***. I'm so sorry I didn't look here sooner. I didn't even know it existed. I can't tell her about it either as she's fairly elderly and not very IT competent!

This thread has nothing to do with unclaimed payments (I can't remember why they occur though I know I've experienced them). This thread is about withdrawals from a PayPal balance to one's own bank account.

What you're describing is a completely different problem to what's being discussed in this thread. It sounds like the paypal address you sent funds to isn't the one your seller is using. If the seller had configured her eBay account fully there would have been a paypal address there which would have received the funds when you used eBay checkout. The 'unclaimed' thing indicates you made a manual payement, not via eBay checkout. You need to double-check with her what email address she is using to log in to her Paypal account and send funds to that (or use eBay checkout).
If you don't want to have to send another payment, then once you have identified the email address you sent to as being different from hers she could add that address to her account (you can have multiple email addresses on an account).

Just went to make a withdrawal and was amazed that it didn't say it was going to be held and simply said it would take up to two hours. Excitedly I hit the submit button thinking 'wow, my first withdrawal not to be held' and got this having already hit submit;
For security reasons, we've had to delay your withdrawal request while we review it.
Your withdrawal request will be under review for up to 72 hours. After our review is complete, PayPal will release your funds. It can take an additional 2 hours for those funds to be deposited into your bank account.
Looks like they're not even warning you now until it's too late. Thought it was too good to be true...

It's been a week and a half since I withdrew a payment, says it's completed and yet nothing. it's just gone. i tried emailing them but they just sent me a generic email with links in, (I just repied to it now). this is getting ridiculous, the fact they refuse to address the fact that people's money is going missing is not on
