FORMAL NOTICE TO PAYPAL

I give Paypal notice that as of now, 1954 hrs Weds 5 September 2017,  I withdraw consent for Paypal, its agents and third party organisations such as Ebay  to access or withdraw any sums of money from any bank account I may have registered.

I am doing this because Paypal, despite being informed by me last week that a fraudulent transaction was about to be processed through my account, authorised payment of that transaction this morning. In authorising the transaction, Paypal have left my Paypal account empty of funds, with a debit balance and effectively unusable by me. To prevent my bank account also being emptied by Paypal as part of this fraudulent transaction,  last week I withdrew all funds from the account. I have now received an email communication today from Paypal informing me that they have paid the fraudulent invoice and will be seeking to access my bank account to pay  said transaction.

Paypal knew that a fraudulent transaction was to be made on my account; despite being informed of this, they ignored the information I gave them and authorised said fraudulent transaction.  Today, on being informed by email that Paypal had emptied  my account and left it with a sizeable debit balance, I attempted to remove a) my bank account details and b) my debit card details from my Paypal account. However,  the system refused to let me do either, with the result that Paypal still has access to my bank account and the facility to withdraw funds from said account. My Paypal account is now unusable and my bank account is  at severe risk of being defrauded of funds by paypal as the organisation attempts to pay  off the debit balance on my account. I can no longer pay any funds into my bank account  as I am worried that Paypal may try to empty that account as well. Today, on learning that Paypal had plundered my account  to pay a fraudulent bill, I called them by telephone and asked them to widraw the fraudulent charges. This they refused to do.

I no longer have any confidence in either the integrity  or the professionalism of Paypal, my debit card and my bank account are unusable. This is utterly unacceptable and I will be reporting  this matter to the Financial Conduct Authority with a view to  restricting Paypal's ability to access peoples' bank accounts. I will also be seeking substantial compensation for the considerable inconvenience and stress their conduct has caused me.
