Can additional users on business account make payments from the account

I have added an additional user to my business account so that they can make small payments using the balance on my account. 

Is this possible? When they go to pay they are asked for an email address which is not something i setup with the additional user. I have checked everwhere I can and cant seem to find out whether what I am trying to do is possible.

Any help would be appreciated.

Unfortunately the pdf referenced doesn't answer the question at all!

You can create users (e-mail addresses are not allowed as user-id) but you can then give the users permissions to make payments.

Unfortunately this is where the system is then broken as the payment login form rejects login's which aren't formatted as an email address.

How can this be fixed?
