The process for becoming PayPal Verified is not the same as the eBay ID Verified process. Go here...

If you already have a VERIFIED PAYPAL ACCOUNT (added a bank and confirmed deposits or online/ approved for PayPal credit), your PayPal account may not be linked yet to your eBay account.

Check if this is a FIX:

1. Log in to your eBay account.
2. Go to "My eBay."
3. Under the My Account section, click "Addresses."
4. Click "View all Shipping addresses."
5. Scroll down past the addresses to the "About Addresses" section.
6. Click "remove" to remove the PayPal link.
7. After the link has been removed you will see an "Add PayPal Addresses" button. Click this button.
8. Log in to your PayPal account when prompted and click "Continue."
9. You will then be taken back to your eBay shipping addresses where you will now see your PayPal addresses added.
10. Once the accounts are linked, you can select your PayPal registered credit card billing address as your shipping address.
