Unauthorised payment made using my PayPal account and the hacker closed my account after

Dear all, I would like to seek your help in trying to dispute an unauthorised payment made using my PayPal account and the hacker closed it afterwards that is why I cannot dispute the transaction within my account. I am reporting this incident using a new PayPal account. I cannot log-in in my closed account. I have used the message to dispute the payment but PayPal reviewed the event a decided that the payment was not fraudulent. My question to them is: why would I close my account after making a payment when closing the account would leave me with no recourse should I not get whatever I purchased? That will be stupidity on my part. I need help in contacting a real person from PayPal, someone I can email directly so that I can forward the emails sent to my email account telling me of the payment "I made" - supposedly. And someone I can explain the whole situation. I am from the Philippines and calling them is out of the question. Thank you in advance for your help. Dennis

If you see an unauthorised transaction on your PayPal account but this has been closed, your best option is to call our Customer Service as they would be the only ones who can report these payments on your behalf. 

The phone number to call for the Philippines is +1-402-935-2050 and our service hours are 4am to 10pm Monday through Friday, U.S. Pacific Time and 6am to 8pm Saturday and Sunday, U.S. Pacific Time.

Is there any email or chat line I can access for my complaint? The number you gave would entail overseas charges from my end. It ain’t cheap from where I come from.
