Hello, I want to purchase a "broken" phone from eBay and the seller has added in the description that the phone is sold "AS IS" and that it is not refundable. So, if I purchase that phone but the phone isn't in the same condition as shown in the pictures, or if it is a totally different phone as this in the pictures(like downloading the pictures of an another seller), will I still be protected with the ebay/paypal buyer protection?

you file with Ebay first,item not as described ,and escalate to get Ebay review,Ebay will side with you and send you a shipping label with seller address,once you take it to the post office,the postage would be charged to seller ebay account.
item not as described trump seller return policy,
if ebay does not side with you,then try Paypal,if you win,you pay return shipping,upload tracking and get your money back.
if you lose with Paypal,file with your cc issuer and the seller will be smacked with $20 chargeback fee.
but make sure you know what you want,ebay sellers work on thin margin.

Ebay and paypal policies are over the sellers policies BUT if its sold ''as is'' then you may well lose a dispute as for you to win the item has to be ''significantly'' other than described.
Advice is voluntary.

hey, thanks for your response, let's give an example and correct me so as to understand that "significantly different".
If the seller says that the phone powers on but the screen is broken a little on the edge and the phone comes to me without even powering on and the screen has a big crack. Will I be protected then? Ebay/Paypal will ask for photos, right? So as to compare what the buyer says and what is true.
I am asking because the item I want worth about 200$ without shipping and I dont want to lose all that money...

there are too many disputes ,ebay and Paypal robots do not read novels or watch videos,dont evenbother to upload any pcictures.

most cases are handled by robots first ,when one party appeals,then a human get involved.
too many disputes and they cant hire enough staff.
but if you have bought on Ebay,file with Ebay first,as Ebay will make seller pick up return shipping.
if it sounds t oo goo to be true,then it is too good to be true.
