Is that true that PayPay help criminals to ripp off in ebay?

I guess it is because after you make a purchase on ebay, Paypal reports that you shouldnt open a case even though when you are ripped off by the seller who does not want to ship the item.

Where does it state you should not open a case? Paypal encourages you to open disputes for non receipt of item or SNAD and that is why they offer buyer protection. But its not a 100% coverall so you need to read up on it and risk assess your transactions.

Sorry but no idea what you are talking about.
Have you opened an Ebay dispute?
Have you opened a Paypal dispute?
How did you pay? Ebay checkout or via Paypal direct?
What sort of item were you buying, is it covered by buyer protection?
Have you closed any of the disputes?
