Well if she paid cash I would say no as normally for pick ups its cash on collection as there is no seller protection for items that are collected.
But as you accepted paypal then yes, she can file non receipt of item and as you can't provide a tracking number to prove delivery of the item she would probably win.
Up to you if you want to go ahead and risk the dispute process, you may be lucky if paypal see its a pick up and decide to find in your favour.

In the event of an item not received dispute the ''only'' evidence paypal accept is a tracking number that proves delivery of the item to the buyer.
That is why collect items are not covered by seller protection.

Well you will have the scooter to re-sell and she will have her money back, so you won't be ''bleep'' you will be exactly as you started out.

Hi Cfulgenzi,
After speaking with a representative from eBay, i can confirm that if it was a cash transaction then you DO NOT have to refund the buyer if you stated no refunds. Its basically just like the previous helping member stated to you. However, if a payment was made via PayPal then yes you will have to refund the buyer BUT, you stated it was face-to-face with cash so NO you dont have to refund the buyer if you dont want to & this buyer can call into eBay all she wants but, eBay cant handle this situation as it was cash face-to-face so its out of there hands because they cant show up at your door to make you give back the money. With that being said along with the previous helping member, i hope things are cleared up for you. Best of luck to you & have a good one! ~AG.
