Paypal forcing the use of a credit card?

I'm a bit new to Paypal, I linked my account to my ebay account and ordered one item to test everything out. Low and behold it worked perfect. But when I went to order another item, it gave me the "Please add a credit or Visa Debit card to complete your purchase." message. The item does not have the immediate pay listing as i've seen others post on this issue. I've tried it multiple times and still has not worked like it did the first time. Does anyone know why this could be happening? Answers are welcome!

What funding source did you use the first time to pay?

I used my paypal balance.

OK then often paypal like you to have a back up card linked to your paypal account to verify it before you can use funds in your  paypal balance.
