Pay After Delivery

I've been trying to use the pay after delivery funtction for about 3 days now and it keeps saying unavaiable at this time. It's been 3 days. What's the deal? Ive been using it all the time before this.

I've been trying to use Pay After Delivery since January 2013 when it suddenly stopped appearing as an option during checkout for every eBay transaction I've had!!  There have been ongoing issues with PAD that the customer service email reps. have absolutely no clue about.  You will see several different topics in this forum related to PAD not working (for which those topics have now been closed to new replies and are read-only even though the issues with PAD have NOT been resolved) but the most recent response I found was from June 2013 and it was from a forum Administrator.  The Admin acknowledged there was a problem with PAD randomly working and that the techs were working on the issue.  The Admin responded again a couple weeks later stating the issue was resolved.  As you can see, there are many, many customers still not able to use PAD for any transactions.

 

The issue may be resolved for some but not for most, including myself.  I have followed all the suggestions posted on this forum to try and get PAD to work - nothing has worked.  Even though I have made sure my eBay and PayPal accounts were NOT linked PAD still doesn't work.  It is showing as an option on my account which is in good standing but it never shows up for me to use during checkout.  While I understand that PAD is only available for some transactions, I have spent $200-$600 each month on eBay since January of this year and NOT ONE of those transactions have shown that PAD was available during checkout.  I think most people would agree that is odd and highly unusual.

 

I have sent email after email after email to PayPal customer service about PAD not working properly - Take my advice and don't waste your time with those morons!  They don't even take the time to read your questions and respond accordingly.  Instead you will get a standard response that will likely have nothing to do with your questions. A six year old could respond better than the customer service reps. who reply to email messages!

 

I would love to know how to get PAD working again on my account and even though I have tried every suggestion I could find on the forum, I am open to any new suggestions.  It is obvious that resolving the PAD issues is not a priority for PayPal.  After all, PAD is a free service and a convenience for us customers and it is painfully clear that providing great customer service (or any kind of service at all), is just not important to PayPal, nor is it ingrained into their culture or employee training like most major companies - this is all based on every experience I've had with PayPal.  I can honestly say that I haven't had one positive experience with PayPal customer service in all the years that I've been a customer.
