I've been trying to use Pay After Delivery since January 2013 when it suddenly stopped appearing as an option during checkout for every eBay transaction I've had!!  There have been ongoing issues with PAD that the customer service email reps. have absolutely no clue about.  You will see several different topics in this forum related to PAD not working (for which those topics have now been closed to new replies and are read-only even though the issues with PAD have NOT been resolved) but the most recent response I found was from June 2013 and it was from a forum Administrator.  The Admin acknowledged there was a problem with PAD randomly working and that the techs were working on the issue.  The Admin responded again a couple weeks later stating the issue was resolved.  As you can see, there are many, many customers still not able to use PAD for any transactions.   The issue may be resolved for some but not for most, including myself.  I have followed all the suggestions posted on this forum to try and get PAD to work - nothing has worked.  Even though I have made sure my eBay and PayPal accounts were NOT linked PAD still doesn't work.  It is showing as an option on my account which is in good standing but it never shows up for me to use during checkout.  While I understand that PAD is only available for some transactions, I have spent $200-$600 each month on eBay since January of this year and NOT ONE of those transactions have shown that PAD was available during checkout.  I think most people would agree that is odd and highly unusual.   I have sent email after email after email to PayPal customer service about PAD not working properly - Take my advice and don't waste your time with those morons!  They don't even take the time to read your questions and respond accordingly.  Instead you will get a standard response that will likely have nothing to do with your questions. A six year old could respond better than the customer service reps. who reply to email messages!   I would love to know how to get PAD working again on my account and even though I have tried every suggestion I could find on the forum, I am open to any new suggestions.  It is obvious that resolving the PAD issues is not a priority for PayPal.  After all, PAD is a free service and a convenience for us customers and it is painfully clear that providing great customer service (or any kind of service at all), is just not important to PayPal, nor is it ingrained into their culture or employee training like most major companies - this is all based on every experience I've had with PayPal.  I can honestly say that I haven't had one positive experience with PayPal customer service in all the years that I've been a customer.    ... FYI - PAD is NOT working or fixed.  The majority of customers are having the same issues and have been for months, even after it was "fixed".  Please read and reply to all the issues regarding PAD under the following topic - "Pay After Delivery - why not available???"  You'll see there that most people are still having issues even after it was "fixed" over 2 months ago.  We are all very aware that PAD isn't available for every purchase.  It hasn't been available once for me since January 2013!!  How do you explain that when I've been purchasing $300 - $500 each month from Ebay and other Paypal preferred websites and using Paypal for payment? After many, many emails and phone calls to customer service, they still don't know why it isn't an option! ...   WHEN is Paypal going to respond to us with an accurate, truthful answer?  It appears, just from reading the pages and pages of comments about Pay After Delivery, that any of us who have contacted Paypal through phone or email, have only received the run-around from incompetent customer service reps.!!  Not one person from Paypal has taken the time to provide an honest response - We can't even get a rep. to respond to the comments on this forum!     A couple days ago when Paypal sent me a customer service survey to complete, I laughed and then I totally ripped them for their LACK of service.  They are obviously having some serious issues and not only with PAD.  When funding sources just randomly change from transaction to transaction for no apparent reason and no one at Paypal can provide an answer, and this is happening to loyal customers with accounts in great standing, there is a much bigger issue here.  Bigger issues that Paypal is either blind to or fully aware of and just lying about.  It wouldn't be the first time a company has failed to admit problems with it's product!  Like many others, I buy less and less on eBay and now I'm avoiding using Paypal as much as possible!   ...   I still haven't been able to get PAD to work, even when using the work-around method you posted.  I did notice though that when I paid an Ebay transaction earlier today, it automatically showed instant bank transfer as my payment option after logging into Paypal.  But just a few moments ago, I tried to use the work-around method again and after logging into Paypal, it automatically kept coming up for me to do an e-check and it wouldn't give me instant transfer, PAD or any other option.  After using the back screen button and logging out of Paypal and trying several times, the instant transfer option came back and the e-check was gone.  I still couldn't get PAD to come up, but this is just another example of the problems Paypal is having during checkout.  If anyone else comes up with another work-around that gets PAD to work, I'd love to hear it and give it a try.   I also noticed that Ebay has recently made some changes to their checkout screens, intended to streamline the process.  After paying for a transaction, when it goes back to Ebay, there's a feedback option on the screen.  When I clicked on it, it opened another screen asking about the new Ebay checkout process.  While Paypal has been having problems with PAD for at least four months now, it's possible that the updated Ebay checkout process has had a negative impact on the Paypal payment options being available.    It irritates me though that I've been in contact with Paypal since January about the PAD option not being available.  I've sent email after email about it trying to get some answers and Paypal service has been totally worthless.  If they had taken the time to check into the issue of PAD randomly working when I reported it, instead of lying to me, giving me the run around and often not responding and ignoring me, they could've had the issue fixed by now!!  ... That's great for you!  I tried it several times and PAD still won't come up for me though.  I have a few orders I placed yesterday that I need to pay for so I tried it step by step the way you did it and I get nothing.  It just shows that instant transfer is my option (or credit card) but no PAD   I see someone else got it to work too so I'm not sure why it won't work for me.  I've tried over and over exactly as you described but still no PAD.  I really wish I could get it to work. ... I'm glad you got PAD to work for your transaction, but I'm willing to bet that it won't be an option again for quite a while and it won't come up on your next transaction.  I have been trying to use PAD on Ebay transactions since January of this year.  I was able to use PAD on just about every single transaction in November and December until it just stopped working for no reason at all.    I buy a lot of items each month on Ebay ($100-$350) and have had at least 100 transactions this year so far and not one of them gave me the PAD option, even with sellers that I've used PAD with before.  So, I have been trying - over and over and over again!  What I find suspicious about PAD and the randomness of it's availability is that there weren't any of these issues during the holiday shopping season in November and December.  As I recall, almost every purchase I made gave me the PAD option.  It's highly suspicious that PAD was readily available then, but since January, it has been totally random.       Could it be that Paypal allowed PAD to be readily available, especially for Ebay purchases, during the holiday season in order to increase sales?  Anyone who has worked retail knows that sales goals are particularly high during the holiday season and the pressure to meet those goals can be demanding.  Since Ebay and Paypal are the same company, it only makes sense that Paypal would try to increase the spending limit for their customers assuming they'll buy more from Ebay.     It's obvious something else is going on here that Paypal isn't telling us. ... Actually, SC1974, if you read people's posts, the overwhelming majority of users have stated again and again that they have contacted Paypal regarding their issues with PAD - including myself.  I've been back and forth with Paypal for over 3 months now regarding PAD... I've sent numerous emails, used the "contact us" form and have called Paypal's useless customer service agents over and over and over again.  I've even saved all the email messages.  I still have not received a clear response.  Either the agent has not idea what PAD is or they copy and paste what little info. There is from the help section or they just lie and make up answers and take guesses as to why PAD doesn't work or they just stop replying because I've questioned their responses.    So, to write a post telling people to stop complaining on here and do something about it by contacting Paypal, upsets me a bit.  Like I said, the majority of people posting about PAD have clearly stated they have contacted Paypal in one way or another asking questions and seeking answers.  Many users have posted recently info. About their own experience in contacting Paypal regarding PAD, so I don't know where you got that everyone is just "chatting" about the issue and not doing anything about it!   On a separate note... I have kept records of all the communication I've had with Paypal about PAD including all the emails.  I did this because I'll be filing a complaint with the Better Business Bureau tomorrow afternoon.  Since there is absolutely no sense of urgency on Paypal's part to correct PAD or provide truthful answers, I'm escalating the issue.  We'll see how Paypal reacts when the PAD issue is brought to the attention of someone outside of their company, since they don't have the ability to resolve the issue from within or provide any answers to their customers.  I strongly suggest that others do the same and file a complaint with the BBB, especially if you've already tried several times to go through Paypal customer service, only to be lied to, ignored and purposely given false/incorrect information.  I'd also be very happy to post updates and responses on this board from the BBB and Paypal as they are received (which doesn't mean I'm just "chatting" about the issue!!)! ... Who ever stated at Paypal that the Ebay seller needs to have PAD in order for the buyer to use that option, doesn't have a clue.  I sell on Ebay and PAD is NOT an option that can be chosen by the seller.  I've gotten the same response from Paypal (along with several other responses that are untrue) and when I questioned how do I know if the seller accepts PAD, I'm told I have to contact them.  It shows right on any auction what payments the seller accepts and if it says Paypal and bank or e-check, PAD should be an option but it's not.  I've gone round and round with Paypal about PAD and I get a bunch of excuses but no answers. I've emailed Paypal approx. 20 times in the last few months and NOT ONE person at Paypal has given an answer (either that or they just don't respond).  I don't think Paypal has a clue as to why PAD isn't showing up.  And I also have used PAD with a seller and then gone back to the same seller to use PAD again and it doesn't show up. ... So, you didn't do anything for the PAD to come up?  Who ever you spoke to at Paypal must have done something while on the phone with you to lift your limit and that for some reason allowed PAD to come up.  This is precisely what I mean about PAD - there's no rhyme or reason as to when it's available.  My limit is very high - higher than the actual money I have to spend... LOL.  I have no idea what that has to do with PAD but it looks like when some changes are made to the Paypal account, PAD shows up - it's all random which is why Paypal has to correct it.  I wonder if you try to purchase something else if PAD will still be there? ... It may just have been a fluke that it turned it back on for your ebay purchase.  I don't have ebay linked to Paypal - I manually log into Paypal every time I make a purchase from ebay.  I double checked anyway and still PAD won't show up at the check out screen.  I even have PAD saved as my preferred payment method in my Paypal account - I still can't get it to come up for ANY ebay purchase.  Even with sellers that I've used PAD with on ebay before!  It makes no sense why I would be able to use PAD with a seller on ebay before and two months later, it isn't an option.  I submitted another ticket to Paypal and am waiting for a response.  My guess is they have no clue - they just programmed a computer to determine if PAD can be used and they have no understanding of how it works!   I find it suspicous that PAD worked and was an option for just about every transaction I used Paypal with during the holiday season and suddenly after the holidays, no one can get it to show up.  Trust me I've made close to a 100 purchases on ebay over the last four months and there has been an obvious difference with PAD being available.  It's hard to believe that all the different sellers and puchases I've made through ebay just in the last 2 months, that NOT ONE of them gave me an option to use PAD.  I was even able to use PAD on purchases from Toys R Us during the holidays - When I make a purchase now, PAD isn't an option even though it's active on my account.   PAYPAL - You gave certain members the option of PAD and then take it back or say it's only for certain purchases. Yet you can't explain when it's an option or for what purchases.  If a payment option is active for a member, the member should decide when they want to use it - not some computer!  It's a pretty crappy way to treat your customers!  ...
