Pay after delivery

Can someone please explain to me why I no longer see the pay after delivery option when I go to pay for item and then it takes me to options of payment and it only shows my bank accounts and credit card however under bank accounts it no longer shows the pay after deivery. I just selected that option two weeks ago now it's gone!

The payment option comes and goes at the sole discretion of PayPal is the best way to put it.

And not all purchases are eligible for that payment option as well.
