I'm trying to add my new email but it won't let me. Then trying to open a new account, but when I try with my new email, it said I've been log in already and I was just making a new account. Please help me.

Go and click on the profile tab (icon next to log out) > click on the + and ''add'' another/new email address > verify it.
If you need to change your email address from the old one then > go back and click on ''update'' and tick the box underneath that says ''make primary'' > then you should get the remove option by the old now longer primary email. You can remove that one or leave it on as you can have up to 8 email addresses on the one paypal account.
Why do you need to change or add an email address to get a refund?
Advice is voluntary.
