Paypal to GCash declined by Paypal

Hello there!

I have received a message "Sorry! Your Paypal to GCash transaction was declined by Paypal. Kindly contact Paypal for further assistance."

Yes, I sent $30 and never received it to my GCash account. I also filed a dispute to the transaction. 

How can I contact Paypal via Skype? What is their Skype phone number? And if I contact them, how long will the funds be returned to my Paypal account?

Can someone enlighten me, please? Thanks!
