Has anyone had errors when using Wells Fargo to put money in PayPal Wallet?

I'm asking this on behalf of a relative and don't have the exact timeline, but they had PayPal verify their Wells Fargo account using the standard tiny deposits, and it appeared ready to use. When they tried to move just $40 to their PayPal Wallet, they got this generic error:

 

"There's a problem with adding money to your account. If you'd like help, please contact us."

 

There's definitely no lack of funds in their bank account. Questions in text to customer service resulted in them not knowing a specific answer. They suggested trying a different web browser and using the link http://www.paypal.com/addfunds, which only resulted in a similar error:

 

"You may not add funds at this time. It is not necessary to have funds in your PayPal balance in order to send a payment."

Is there a reason PayPal might use greater caution with Wells Fargo bank accounts, or is this just a common generic error that's never really been figured out?
