Cannot add bank account, due to repeated error messages.

On at least four separate occasions today, I have attempted to add a bank account to my profile. All four attempts were unsuccessful, and after four "verifications" via text and automated phone call, I ended up with the same error message, as follows:

 

Sorry — your last action could not be completed

If you were making a purchase or sending money, we recommend that you check both your PayPal account and your email for a transaction confirmation after 30 minutes.

I would like to get this issue resolved, so that I can add my bank account to my profile.

I am experiencing the same issue. Does anyone know why this is happening?

It would  help if you identify yourself as a resident of which country and the bank you want to link is based in where??????
