Can't restore account to full, using the phone method

when I go to the Resolution Center and click on "Go to Account Limitation" -> Confirmed identity -> the top option -> using text or phone, it doesn't show my primary phone number or lets me add a phone number at all. how do I confirmed it's me when only I access this account and have this phone number that's mine only (even updated on the site too)?
