This credit card can't be added to additional paypal accounts

Hey, today I opened a new paypal account with the same email address of my old paypal account that i closed a while back. But now when i try to add my credit card it says:

We're sorry, but this credit card can't be added to additional PayPal accounts. Please add a different credit card.

Why does it give me that message?

Any help would be greatly appreciated, thanks.

I am sorry you are running into these issues. The best thing to do to get your issue resolved would be to contact PayPal directly and speak to an agent, they will be glad to look into your account to get your issue resolved.

II'm having the same issue with a visa gift card. Why won't it accept this type of card, just got it today & there's enough money on it.

You can not add gift cards, prepaid cards, virtual cards, or one-time use cards to your PayPal account because we can't validate them. It is best to use Visa, MasterCard, Discover, and American Express debit cards and credit cards with a U.S. billing address.
