Here is how you can update your bank account routing number: log into your PayPal account, click My money, click update (next to Bank accounts), and click Remove. Once the bank account has been removed go through the same process to re-add the bank account with the updated information. Please allow 3-5 business days (for a US account) for two random bank deposits into your bank account to verify your PayPal account.
