Cannot Renew My Visa Card - Paypal ignores me

Halleluja, another way of contact!!!
My Visa card (ending with the number xx16) was coming up for expiry and full marks as Paypal sent me messages to tell me of this.
The expiry date passed and l STILL hadn't got my new Visa card due to postal difficulties, but in the meantime, Paypal had removed this and all details of it from my account.
The new card arrived so l went into my money etc etc and tried to add the card but it says l need to add another card.
BUT I DO NOT HAVE ANOTHER CARD. This Visa card is my only card.
I have a ticket message in progress, l think, but still haven't received a reply after nearly a week!
Surely a Company as big as Paypal can sort this out?

Call PayPal... login to your PayPal account, click on the "Contact Us" link at the bottom of any PayPal page and select the "Call Us" option to obtain a Web PIN number and the PayPal phone number for your account.

Thank you SP, but there is a problem for me at the moment.
I signed up to Paypal UK (for language purposes) but am living in France. My login is a French ISP address and this takes me to Paypal France with everything shown in English!
It's an absolute nightmare!
However, did manage to create a unique pin number as you suggested but l've been through every single option and link, and l can assure you that there is no reference to any phone numbers to call. No phone numbers to call were shown.
I have a picture of a woman with a head set on and when l try and connect to that link, it just says that English isn't supported, needs to be changed to US English, and that isn't even in the drop down list!
Have you a phone number for Paypal that l can call? Don't care where it is, just as long as they speak English!

Ok SP, panic over re the contact number.
When l use the Paypal link in my favorites list, it sends me to Paypal France.
THIS IS TOTALLY A DIFFERENT SIGN IN SCREEN FROM THAT OF PAYPAL UK.
The contact us link at the bottom of the screen just doesn't work which is why l keep getting all these problems.
However have just logged into Paypal UK and there's a big Contact us box staring straight at me so l will now phone up.

It sounds like you may have solved this, but I wanted to respond in either event and provide steps to get to the UK website directly if you need it in the future.
I'm sorry you keep being redirected to the PayPal France local site. We don't post direct numbers to customer service in the Community (as it might change in the future), but I do have a way for you to get a UK number directly off the site.
First, just to be on the safe side, clear out your browser cache and cookies. This will clear out any old PayPal cookies you have that may throw a wrench into this.
Next, don't go directly to PayPal.com. Instead, type this into your browser or use the link:
That will take you directly to the UK website. Once there, click on Contact Us at the bottom. Select call us on the left, then Call PayPal Customer Service on the right.
Don't log in when asked. If you log in, it will display a number for France (unless you'd like to speak to a French representative).
Instead, click on "Continue" in the right hand box. This will force it to display the UK phone number.

One step ahead of you here. If l sign into Paypal UK l get all the options that Paypal France does NOT give me.
The 0800 number is constantly engaged (or so it seems) but it has at least allowed me to send yet another email.
It's really annoying because as my Visa card details were removed, Paypal is saying that l must now use an alternative card which l do not possess! It's not my fault that my new Visa card was received after my old one expired!
I'll wait and see if l get a reply to my latest email, fingers crossed.

Hi, I am having the same problem here in the US. with my Visa card, it expired the end of Feb. this year, so I followed the instructions from the Pay Pal email to renew, it wouldn't work so called customer service who told me to delete the card then reenter the card info, I told her the number on my card was the same just updated expiration date and C code, she told me to do it anyway so I did with her on the phone now I am in the same boat my card number has been blocked so it can't be reentered so now I have no card attached to my account so can't make payments to buy anything on Ebay. I called a second time to CS and was told there is nothing anyone at Pay Pal can do to unblock my number so I went to my bank to have my card canceled and get a new one with a different number issued and was told they wouldn't do it just because Pay Pal wouldn't accept a good number. Now what do I do? Pay Pal can't unblock my number, the bank won't issue a new number and I was told by CS on the second call that I wasn't the only one having trouble updating cards that it was a glitch in Pay Pal's security software. That was in the end of Jan. It is now March and still no fixes and Pay Pal doesn't seem all up in the air to fix it, if in fact there is a glitch. Surely there is someone with Pay Pal or Ebay that can unblock a Card number from their own system isn't there? I need some help here I Ebay a lot and don't want to Quit because I don't have another card either. Thank you, Dave.
