Account limited or not?

Yesterday I clicked on 'lift my limits' to receive and send money and it sent me to a page to comfirm my identity. I did but somehow it came out as 'FAILED' for some unknown reason, and now it asks me to scan my passport etc and get it signed by a doctor or dentist to prove my identity. In the e-mail (not a spoof, it also shows on my account), it says ''It's important for you to respond in a timely manner. If we don't hear from you, your account will continue to be limited.'' However, when I check my account, it does not seem limited. I tried sending money, receiving money, sending to my bank, selling on ebay, and everything works as usual.  I cannot find anything limited on my account, so why does the notification still shows up in my account and tells me to prove my identy or it will remain limited? It doesn't even seem limited to start with. The resolution center doesn't show anything either. So am I limited or not?

Are you absolutely certain the messaes were from PayPal?

 

You will need to call lPayPal customer service to discuss specific account issues.

Yes it's definitely from Paypal as the same message appears inside my account when I log in. I just find it weird that the notification asks me to confirm my identity so that my account does not continue to be limited, when it does not even appear limited. I can do everything I do usually. Which is why I'm wondering if I should go through all the hassle if my account isn't even really limited. 

 

But I will call them if I see any problems arise related to that. It just seems strange.
