Resolving Identity information - I don't have any bills

I just started using PayPal recently. After going through a confusing process to confirm my bank account, I am now being asked to confirm my identity by providing photo ID, my SSN, and a bill to prove my residency. I've provided the first two, but I cannot provide the last because I do not pay any bills. It is urgent that I get this over with so I can add money to my PayPal from my bank account.

Then you do as asked and provide what paypal want or you don't use your paypal account really.

That's nonsense, and totally unhelpful. "Either do as we say or you can't use our service". I have stated: I CANNOT provide bills. I do not have bills. A company with any regard for it's customers ought to provide a better solution.

anyways OP maybe just provide a bank statement? they should have your address. or a tax report or anything official with your address.

If they are asking for a utility bill then they need a utility bill and not a bank statement.

Not everyone on the planet has bills, there are people living with relatives or friends, so there must be another option for him.

OP just call customer service or contact them on Facebook (they answer within a few days) and speak with someone. Ask them.

They can certainly contact them but whilst you are correct in that everyone on the planet does not have a utility bill, without one as part of the identification process you can't have a paypal account.

From what I looked around on other forums, some people with no bills were able to call paypal and work something out with a representative, so he has nothing to lose by trying. Most companies have alternatives for requirements if you contact them directly.
