Can't get limitation removed

I have been looking for the past 3 hours for a way to remove my limitations and have had no luck, I currently have the error 
"Mar 4, 2016: We need a little bit more information about you to help confirm your identity." and I have not idea how to fix it, It would help me greatly if there would be someone to help me step by step on how to fix this issue.

Step 1:  Phone PayPal customer service.  Click on the "contact" link at the bottom of the page for options.

Step 2.  Provide repsonse to information you receive from Step 1.

Yep did that this morning, I posted that at 3am in hopes to get help then, because they dont happen to be able to recieve calls at 3am.

PayPal customer service doesn't answer account questions here, so here is my Step 3.

Go back to Step 1.

Repeat as necessry.
