What are the details of the invoice? What you get is whatever the invoice detail provides.
If there are no details then you are getting nothing.
It may or may not be a scam. What do you really expect to receive? How will you dispute if you don't get what you expect? How will your PROVE it?
PayPal does not protect against poor buyer judgement.

It depends on how much money you are willing to risk or lose in this deal.
The invoice will not be enforceable and teh screenshots will not be evidence of real progress and usability of the service.
For a service you should have a signed written contract that would be enforceable through legal action; PayPal is not that service.
You also need to deal with a service provider which has a history of success and working with customers. You can learn more by a phone call to the company. If you can't reach the company by a phone call or letter to physical location then your money will be at risk.
