Sorry but no one here can know the reasons the limitation was imposed in the first place or it was temp or permanent.

You would need to ask that question of customer services.

When I asked them (Customer Care), they told me that my account has been limited for good. I will never be able to use it again. So I am here to know that do I have slighter of a chance that they might forgive my mistakes and let me use my account, or let me open a new account?
