I was issued a refund for a defective product and am required to send the defective product back to the seller now. I am supposed to use the money from the refund towards shipping costs for return of the item. The original method of payment for the item was a debit card that I no longer have not have an account for. I need the refund applied to my PayPal balance instead please. How long will this process take because I need these funds to send the defective item back to the seller.

There will be no refund until you ship the item back and online tracking shows delivered. You are on your own to find funds to pay return shipping. It's all part of PayPal policies.
Even when seller receives item seller could appeal and then funds would be held until resolved.
