What is covered with Paypal "Seller Protection Eligible"?

Is this correct that when Ebay sales Paypal states "Seller Protection - Eligible", then it is safe to ship registered mail $60 used smartphone to Africa, Zambia and to keep shipping bill with tracking number as proof of shipment?

Shipment has tracking number which states when and to whom shipment was sent.

 

Am I covered with Paypal protection-

1. against credit card chargeback, when someone claims payment was not authorized?

2. If buyer claims item never received, but I have proof of shipment and public international post traceable record, that item was shipped to buyer's name in Zambia?

Unfortunately very often in many destination countries there is not any other later records available. Means these countries don't share this data internationally.

To my best understanding, Ebay seller should be covered with Paypal protection against these threats.

 

PS. Worst case scenario still might be that Ebay buyer claims item doesn't work and then seller is responsible for return shipping cost. When registered shipping cost from Europe to Zambia is 8 EUR the return shipping cost is not known and may be well 20-40 EUR.

When there is no certainity that item ever will be returned shipping game to Africa likely isn't worth the bells.

Based on your comments, expect a total loss.

Selling a smartphone and shipping to Zamibia is extremely high risk of fraud.

It seems you have no tracking to show delivered.  This means no seller protection.

What are the details of the payment transaction?  Is is eligible for seller protection?  Is the buyer's address confirmed?  Did you ship to that address?

You still need tracking to show delivery--and that ONLY covers a claim of non-receipt.

IF you met all aspects of seller protection, then you should be protected for unathorized claim.  But you didn't provide proof of delivery.

Paypal protection policy excludes address in Europe

  • The primary address for your PayPal account must be in the United States.

 

If online post tracking would be available worldwide online, things might be much easier.

Unfortunately post tracking proof of delivery often is not available online even between European countries.

Same concerns parcels sent to USA and Canada from Europe.

"Delivered" confirmation is posssible only when required through local post, which for example from  USA USPS arrived in 3 days but from Post of Zambia may never arrive.

 

So sales is cancelled.

 

Seller has only tracking number capable to prove online, that shipment was sent to addressee.
