Unable to upload files in resolution center, page shows no button to upload?

I'm using Firefox and tried IE also, when I go to the resolution center to upload files the only button is a view button.

Can someone tell me or send me a link on how to get there please.

I tried to find where I can send a new message but I cannot find that either! I'm pretty computer savvy and I really cannot figure out why I cant find the resolve button to send files.

I'm also having problems similar to this in the sense that I can't upload documents to resolve my account being limited. However try as I might there's always a problem of some sort and it wont upload the docs needed. This is frustrating in the worst of ways.
