Unable to open a dispute

I purchased something off Ebay but its been two weeks and seller is not responding to my messages and the item has not shipped out. I contacted paypal email support and suggested I open a dispute. I went through the process described, but in the end I get an "We're sorry, something went wrong, please try again". I suspect fraud and the seller's account has already been suspended. Anybody here who could help?

thank you but paypal already opened a dispute on my behalf and escalated it to a claim already, as I am unable to do it on my end due to a system glitch. My issue is exactly like this /t5/About-My-Account/quot-We-re-sorry-something-went-wrong-quot-Resolution-Centre/td-p/1138581
