Two claims for one transaction on PayPal???

Buyer refused a shipment of an item I sold to him on eBay instead of going through the returns process. Buyer opens up a SNAD claim on PayPal. Claim granted and PayPal takes the money from my account. Buyer some how opens up a second claim for the same item. This time a INR claim. It was opened and closed in buyers favor in seconds accoring to the timestamp from PayPal e-mails. I was never given an opportunity to respond. PayPal again takes the money out of my account. So now I am out double the money for the one item, eBay fees and shipping fee. My question is..... WHAT THE **** IS GOING ON?

Oh an check this out. The kicker is... When I click on appeal for the second claim. I get this message "That action is not valid. Please try again."

Slow down !
When we open a claim on Paypal or Ebay,we have to find the transaction/listing and open a case.
If SNAD,on Paypal ,if he wins ,he has to return the item ,upload tracking and then gets his money back.
Then the case is closed and cannot be reopen.
If he tries to file again under INR,he has to find the same listing and it is not possibe to open another case on a transaction which is closed and resolved.
The only time he can do so,is when the case is still open,he can change it from INR to INAD.
You need to call Paypal and ask them to look into it.
Are you sure the money has been taken from you twice?
Paypal usually withhold the payment,but it still remain in your account,it is just that you can touch it.
Take a good look under resolution-open and closed cases.
BTW,if he opens a case on EBAY,he is not going to get buyer protection since he refused the package,it forfeits his buyer protection,that could be a reason why he comes to PAYPAL.

It is my belief he called PayPal to open a second claim. I know there are 2 claims because there are 2 different claim numbers and both have the same transaction id. What is PayPal's policy on refused shipments and double claims?

The buyer can't double dip. Something is obviously messed up. Get on the blower and talk to a PayPal dispute specialist.

Refusing shipment voids buyer protection is Ebay policy,but I dont think PAYPAL has any .
But double claims should not happen,you should call PAYPAL.
Buyer can change the reason for claim from INR to INAD,after he received the item,he found out it is not as described.

Are you sure it is INAD and then INR?
and not INR and then INAD.

Yes, absolutely sure. First an INAD then INR. Paypal sided in buyers favor in both cases and the buyer got paid twice! Now I am out double the money the buyer paid. I've been on hold with PayPal for an hour now they are not answering. Horrible service.

Oh and I Can NOT appeal either case as both give me errors when I try to appeal "That action is not valid. Please try again."
