Scammed need advice

So I made a purchase at a merchant who is a scammer I opened a dispute and the seller escilated to a claim I have effectivly been locked out of this one sided conversation where the seller is presenting forged evidence that a product has been delivered when it has not.
I reviewed the sellers evidence which is a big problem because it's very well forged I almost beleive it so well infact that I actually had to go check and see if they FINALLY delivered the product.
Is there some way to submit more info? PayPal isn't going to buy everything they say without letting me talk.... right?
I feel like the fact that I am scared this is going to happen is extremely negative even if it just turns out that this is a misconception this feeling should not be part of any customer service function even mediating disputes.

I bought a VPS service for three months it was a virtual item and doesn't require shipping the website was https://epichosts.co.uk/vps.htm the reason behind the dispute was because I never recieved the item.
They told me I was in a queue > I messaged them asking for a timeframe > They didn't respond > My friend gets impatient and messaged them pretending to be interested in the same item and asking how long it would take he was told that he would recieve his product within a few hours after purchase > They still haven't responded to me even though my friend got a immediate response and their support was definatly operating > Several hours passed after this > I made the dispute with paypal still having not recieved my service.

How did you specifically file the dispute with PayPal and what explanation did you give. Those details are important and can change the outcome.

once it has been escalated to PAYPAL review,you would not be able to add more information unless Paypal asks for it.
if you lose,then appeal.
