Question about potential dispute

Hello, I was wondering if I could dispute a particular purchase because of problems I'm having with the company.

Basically I received an item that wasn't as decribed and requested an RMA. After lots of explaining and emails, I got a shipping label and they received and processed it on 6/22. 2 Months later and I have yet to receive a refund. I asked them where my refund was on 8/6, they told me on the 8/8 that they would resolve the problem. 2 weeks later and the problem isn't solved.

Could I dispute this with PayPal, and under which of the three categories would I choose.
