Pending refund

I recently purchased something from eBay however the informed me they were unable to send the item therefore the purchase was cancelled by the seller. I had already paid for the item and the seller states she gave a refund however has been pending since the 4th Sept, I received an email to say it had failed however she's disputing this and refusing to pay. Can it really take almost 3 weeks to appear in my account?

What are the details for the transaction in your PayPal account?

I paid through PayPal from my bank account. It remains pending and when I try to set up a dispute it's unable to find the transaction

You can't  dispute a transaction that is already in the refund process.

You made a purchase; there should be a Paypal transaction for that purchase.  What are the details?  Is there a refund associated with THAT transcation?

What other transcations are listed in yoru PayPal activity?

Oh sorry. It says on previous transaction that amount was refunded on 4th Sept to PayPal balance. I have received refunds from other sources since this transaction and non have them have shown as pending

Exactly which refunds have processed and completed?  Explain the transaction details for each one.  They can't be grouped as a failure; each one is unique.
